David Springe, Consumer Counsel

David Springe was named Consumer Counsel of the Citizens' Utility Ratepayer Board (CURB) effective December 21, 2002. Prior to becoming the Consumer Counsel, Mr. Springe served as CURB's Chief Economist/Attorney since 1998. In that capacity, Mr. Springe was responsible for managing the office's electric, natural gas and telecommunications dockets including providing expert testimony in numerous cases before the Kansas Corporation Commission. Mr. Springe spent six years on the Economic Policy and Planning staff of the Kansas Corporation Commission prior to joining CURB. Mr. Springe currently serves as a Governors Designee on the Kansas Energy Council and serves as President of the National Association of State Utility Consumer Advocates (NASUCA).
Mr. Springe grew up in Leavenworth, Kansas and holds both a Bachelor of Science degree (1987) and a Masters degree (1992) in Economics from the University of Kansas and holds a Juris Doctorate degree (1992) from the University of Kansas School of Law.
