David Springe, Consumer Counsel

David Springe was named Consumer Counsel of the Kansas Citizens' Utility Ratepayer Board (CURB) in December 2002. Prior to becoming the Consumer Counsel, Mr. Springe served as CURB's chief economist, managing the agency's electric, natural gas and telecommunications dockets, including providing expert testimony in numerous cases before the Kansas Corporation Commission. Mr. Springe spent six years on the Economic Policy and Planning staff of the Kansas Corporation Commission prior to joining CURB.
Mr. Springe received his M.A. in Economics and a Juris Doctor from the University of Kansas. Mr. Springe has served as a Governor's Designee on the Kansas Energy Council, is a Governor's Designee on the Interstate Oil and Gas Compact Commission, serves on the Keystone Energy Board and the EPRI Energy Efficiency/Smart Grid Public Advisory Board and is the current President of the National Association of State Utility Consumer Advocates (NASUCA).
