Kansas Lifeline and Link-Up Programs
The Kansas Lifeline Service Program (KLSP) is a telephone assistance plan that provides income-eligible consumers with a reduction in the price of basic local service.
The Link-Up Program covers a portion of new service installation or activation fees for eligible consumers and allows consumers to finance connection or activation fees on consumer-friendly terms.
You are eligible for KLSP and Link-Up if you receive any of the following assistance: Medicaid, Food Stamps, Supplemental Security Income (SSI), General Assistance, BIA General Assistance, Administered Temporary Assistance for Needy Families, United Tribes Food Distribution Program, Head Start (only those meeting its income qualifying standard), Free School Lunch Program, or if your maximum annual income is 150% of the federal poverty level. The poverty guidelines are updated by the U.S. Department of Health and Human Services (HHS) and are as follows:
